In the document link below we look at the construction of water hydraulic valves in comparison with oil hydraulic valves. Even though water was the first medium to transfer hydraulic power, oil is now preferred and water has been relagated to a specialist role. 

Water hydraulics is more environmentally responsible and is the best medium when fire is a risk.
